As a 2024 presidential candidate, Donald Trump repeatedly distanced himself from Project 2025, a plan by the conservative nonprofit the Heritage Foundation to overhaul the federal government, claiming he knew nothing about the initiative. Less than a year into his second presidential term, however, his presidential administration has embraced many of Project 2025's core ideas — advancing policies that align with its recommendations on immigration, education, fossil fuels... The Heritage Foundation formally revealed Project 2025 in 2022, framing it as a possible guide for a future Republican presidential administration. The initiative centers on a roughly 1,000-page document that recommends giving the executive branch more power, reversing policies sponsored by former President Joe Biden and enacting numerous department-level changes. Below, we outline what Trump has said about Project 2025 over time, both as a presidential candidate and the country's commander in chief. He's gone from denying any involvement in the initiative to promoting his connection to one of its key authors in a post on Truth Social, his social media platform.

President Donald Trump surprised his administration last week by proposing that the country’s primary disaster response agency could disappear. Trump has regularly criticized the Federal Emergency Management Agency (FEMA), and now his executive order could call for its dismantling. The idea first circulated two years ago through Project 2025, a 922-page model to overhaul the government along right-wing lines. Of the 53 executive orders from Trump’s first week in office, thirty-six were outlined in the 922-page document. These include stricter immigration measures, dismantling diversity, equity, and inclusion programs and withdrawing environmental restrictions on oil and gas exploration. Donald Trump has denied being a part of Project 2025 in a recent social media post, claiming he has "no idea who is behind it" even though some who previously worked in his administration...

Former President Donald Trump has spent much of this week freaking out about Project 2025, the initiative that produced the 900-page extremist right-wing guidebook for the next conservative administration. This weekend, at a rally in Michigan, Trump derided Project 2025 as a product of “some on the severe right” and said unnamed proposals included in it as “seriously extreme.” On Wednesday, he wrote... The fact that I do is merely disinformation put out by the Radical Left Democrat Thugs. Do not believe them!” The same day, his campaign put out an update claiming, “Project 2025 is not President Trump’s agenda” and insisting that the GOP platform is the document that people should understand... In a live call-in to Fox and Friends on Thursday, Trump told the hosts the document was written by a group of “very, very conservative people,” adding: “I have nothing to do with the... I’ve never seen the document…it doesn’t speak for me.”

But there’s a problem with those claims: Many of the “very conservative people” behind the initiative—which is led by dozens of right-wing groups and spearheaded by the Heritage Foundation—have close ties to Trump. Trump did not always seek to distance himself from the group behind Project 2025 as much as he is now. As NBC News pointed out, back in 2022 Trump spoke at a Heritage Foundation event as the group began working on the initiative, praising Heritage as “a great group” that was “going to lay...
