Public diplomacy is at a critical juncture.

To remain relevant and effective, practitioners must adapt to hyper-speed technological changes and an increasingly complex geopolitical landscape. They must learn to harness the power of artificial intelligence (AI) and tap into digital communities, while never forgetting the need for a human touch in public diplomacy. “Public diplomacy is still fundamentally about relationships,” said Paul Kruchoski, Director of the Under Secretary for Public Diplomacy’s Office of Policy, Planning, and Resources at the U.S. Department of State, who spoke at a June 2024 event on the future of public diplomacy, co-hosted by CPD and the Public Diplomacy Council of America and held at USC’s new Capital Campus in... Public diplomacy has long been about engaging foreign publics to shape perceptions, build relationships, and promote mutual understanding. And it remains so.

However, as Kruchoski noted, the current reality presents unprecedented challenges. “We are also competing not just with state actors but every other draw on people’s attention, affinity, and identity,” he explained. This competition includes corporations and civil society organizations, all of whom have access to advanced technological tools that enable them to shape narratives more effectively. One of the most significant, and indeed revolutionary, of those tools is AI. AI is rapidly transforming the field of public diplomacy, offering innovative, easy-to-use solutions that enhance communication, content creation, and strategic engagement. The Public Diplomacy Council of America – a new professional organization for the new era in global engagement

The PDCA, a nonprofit association of practitioners and scholars, promotes excellence in the professional practice, academic study, and advocacy for public diplomacy. We will: Publics are more engaged and important than ever before No longer can governments decide the world’s fate irrespective of their own publics and those of other nations. Both old and new media mobilize publics as never before. Leaders consult stakeholders, carefully analyze public opinion on a daily basis, and seek to shape media and popular support.

Deeply held values and cultural norms affect public perceptions and judgments about issues. PDCA is managed by a Board of Directors, drawn from the membership, who volunteer to serve the organization without compensation. The Board of Directors numbers between fifteen (15) and twenty-one (21) and meets at least quarterly. The Board of Directors adopts PDCA policies, guides programs, appoints Committees, leads PDCA activities, sets member dues, approves the annual budget, and secures and monitors the organization's finances. Karl Stoltz retired from the U.S. State Department of State in October 2024 after a 38-1/2 years as a Foreign Service Officer, primarily in Public Diplomacy positions.

He served as an Assistant Information Officer in Wellington and Moscow; as Cultural Affairs Officer in Jakarta; as Branch Public Affairs Officer in Christchurch, NZ; and as Country PAO in Papua New Guinea, Malaysia,... He also served twice as Deputy Chief of Mission in Myanmar and Denmark. In Washington, D.C., Karl was Office Director for Public Diplomacy in the Bureau of East Asian and Pacific Affairs and for Citizen Exchanges in ECA. He also served as Regional Exchanges and Cultural Coordinator in USIA’s East Asia bureau and as Public Diplomacy Fellow at George Washington University. Karl’s final job at State was acting Deputy Coordinator and Senior Advisor at the R Bureau’s Global Engagement Center (GEC). In retirement, Karl teaches a graduate course at GWU, serves as Chair of the Walter Roberts Endowment, and works part-time as a foreign policy advisor for Deft 9 Solutions LLC.

Karl is married to Tania Garry, who also has a prior background in public diplomacy with the governments of New Zealand and Australia. Karl speaks Russian, Indonesian, and Malaysian; his favorite free-time activities are travel, trivia contests, theatre, and music, and participation in Hash House Harriers hiking clubs.
