Provider Toolbox Illinois Early Intervention Clearinghouse
The Bureau of Early Intervention within the Illinois Department of Human Services is the lead agency for services for children birth to age three with developmental delays or disabilities and their families in Illinois. The Bureau administers the statewide Early Intervention Services system in coordination with its administrative partners. This page was developed in response to questions received from providers, but is only meant to answer basic questions. Please visit the EI partner pages for more comprehensive information. Anyone can refer a child to early intervention – parents, physicians, other health care providers, child care providers, social service agencies, early learning programs, etc. Once a referral is made, it is up to the family to decide whether they want to participate.
When possible, please use the standard referral form and fax the completed forms to the family’s local Child and Family Connections (CFC) office. To find your local CFC office, call (800) 843-6154. The EIC provides current, up-to-date information and reference materials that are used by parents to learn more about normal development and specific disabilities. This information is also used by educators and EI professionals to maintain and improve competencies in the evaluation and treatment of children with developmental disabilities and delays. The EIC serves as a communication link between the EI Program and families served by the program through newsletters, a Web site, and reference and lending library services. It offers tip sheets and guides for families, resources for EI staff and providers, and a lending library. EI services include, but are not limited to, developmental evaluations and assessments, physical therapy, occupational therapy, speech/language therapy, developmental therapy, service coordination, psychological services, and social work services.

The EI Clearinghouse Staff has assembled user-friendly “digital toolboxes” to help early intervention providers, Child & Family Connections staff and families find answers to their questions. These “one-stop-shop” resource collections provide information and links to a variety of tip sheets, online articles, videos and more on specific topics.
