The report offers actionable recommendations for state and territory broadband offices to mitigate potential harms and implement safety measures, from risk assessments and data policies to inclusive workforce programs and community-based digital safety solutions. The report aims to ensure that the laudable goals of “Internet for All” are not undercut by expanding access at the expense of safety. Greta's work focuses on online safety, privacy, and well-being, developing strategic guidance for how state digital equity plans can help new and historically marginalized users navigate the internet safely. Greta and co-author Ever Bussey reviewed state digital equity plans and interviewed leading digital safety and security experts, many from communities most at risk from digital harms. Greta, along with six other broadband practitioners, advocates, and researchers, is leading efforts to close the digital divide and ensure broadband is accessible and equitable for all communities. “It’s clear that access to the internet and digital services is critical for full participation in our society, democracy, and economy—yet as we expand access to computers and data-driven services, we must also ensure... Digital safety is a growing concern among experts and lawmakers, and among those surveyed for state digital equity planning efforts. Digital risk impacts everyone who interacts directly with internet-enabled devices as well as those exploited, marginalized, or surveilled by algorithmic and data-dependent systems. My latest research examines the tensions between the goals of: Fully addressing the spectrum of risks that accompany internet use will require a far broader effort than what is possible under the Digital Equity Act and the programs it supports.

However, it is imperative that the current investments support safety for beneficiaries—and do not undercut or contradict efforts to reduce exposure to digital harms. During a series of interviews conducted with leading practitioners working on digital safety with historically marginalized populations, several common themes emerged: My research points to four critical considerations for administering entities in view of the breadth, range, and variety of risk vectors for new, vulnerable, and traditionally marginalized groups. Greta Byrum is the Co-Director of the new Digital Equity Laboratory at The New School, a university center advancing digital equity through organizing, applied research, and policy strategy. One of the Lab's major focuses is supporting community wireless networking solutions. Following the repeal of net neutrality in the US, many communities are turning to grassroots tech solutions.

Previously, Greta was the director of the Resilient Communities program at New America. Byrum led Resilient Networks for RISE : NYC, a project supported by New York City's Economic Development Corporation. Resilient Networks provides training, tools, and equipment to community organizations in five Hurricane Sandy-impacted New York City neighborhoods so they can build storm-hardened local WiFi. The project is based on Byrum's earlier field research in New York, the Gulf Coast, and the Silicon Valley region showing that in disaster and emergency situations, local residents and community media organizations are... Previously, Byrum provided leadership for the field team at New America’s Open Technology Institute, co-developing and co-piloting the “Digital Stewardship” approach to community technology with partners in Detroit and Brooklyn. While at OTI, Byrum also produced a suite of recommendations for community-led broadband planning, developed an impact evaluation plan for the nationwide public-private partnership EveryoneOn, and contributed to evaluations of other broadband programs including...

Byrum's public speaking includes keynotes for the Meeting of the Minds summit and the American Planning Association's annual conference, featured talks for Futureshocks 2018 at the Museum of London, Bloomberg Live, MozFest 2017, Moogfest... Her writing on resilience and community technology has been featured in Politico, The Atlantic, Slate, and Real Clear Policy. Byrum’s other activities include micro-radio broadcasting, poetry, and art. As co-creator of the curatorial team dBfoundation, she has exhibited in New York, Los Angeles, and around the world. She holds an MS in urban planning from Columbia University and an MFA in poetry from the Iowa Writers' Workshop. Greta was also a 2017 Loeb fellow with the Harvard Graduate School of Design, where she focused on democratizing communication systems for communities negatively affected by climate change and systemic inequity.
