That’s according to the “Quantum Index Report 2025,” a new publication spearheaded by researchers at the MIT Initiative on the Digital Economy. The inaugural report aims to make quantum computing and networking technologies more accessible to entrepreneurs, investors, teachers, and business decision makers, according to MIT Sloan research scientist Jonathan Ruane, editor-in-chief of the project.

The Report shows how Quantum technologies are already swiftly evolving from theoretical concepts to tangible technologies and commercial potential. The US and China have published nearly half of all academic publications in quantum computing. China leads with 23% followed by the US with 22%. The US maintains leadership in quantum computing research.
The US and United Kingdom lead the field in funding from 2012-2024. US headquarteed firms secured $4.94 billion. According to the report, China has emerged as a possible global leader in quantum technology with substantial state investment and comprehensive national planning. The government of China has allocated $15 billion in quantum research and development which accounts for over 50% of the global public investment in the field. In 2025, China launched its own initiative to develop quantum-resistantencryption standards. China is also investing heavily in quantum education andworkforce development, with initiatives like the “Education Modernisation 2035 Plan” toprepare future generations for quantum technology development.
