Generative Ai And The 2024 U S Election Hertie School
The dangers posed by generative AI in the 2024 elections necessitates swift action. Public concern underscores the seriousness of AI-driven misinformation, while real-world examples highlight the complexities of addressing this issue. As the United States braces for the 2024 elections, the specter of AI-driven misinformation looms large, casting a shadow over the fundamental principles of free and fair elections. The urgency of this threat demands immediate attention and decisive action from policymakers, technologists, and civil society alike. Teaser photo from Unsplash+ by Jigar Panchal. The rapid development of generative AI technology is transforming the political landscape, presenting both challenges and opportunities for the 2024 US election.
This document provides a research-based overview of the potential impact of generative AI and offers best practices to safeguard the electoral process. The purpose of our review is not to recommend many specific legal or policy actions, but rather to promote clear understanding among voters, journalists, civil society, tech leaders, and other stakeholders about both the... This white paper is the result of a partnership between the University of Chicago Harris School of Public Policy and the Stanford Graduate School of Business intended to generate non-partisan, expert recommendations on various... In late August 2023, the two institutions hosted a convening of experts from academia, technology, industry, and civil society who explored the challenges of generative artificial intelligence for the 2024 U.S. Election and opportunities for establishing best practices and governance guidelines. One of the things I appreciate most about my current studies is the opportunity to delve deep into relevant topics affecting my community.
Even better, I get to learn from the perspectives of my extremely talented peers and mentors along the way. Last semester, Joshua (Hyochan) Lee, Iana Lanceta, Amrit Pattanaik, and I tackled the issue of digital disinformation (focusing on generative artificial intelligence) in U.S. election spaces. I'm really happy to share the policy brief that resulted from our efforts, published in the 'Student Working Paper' series with Hertie's Centre for Digital Governance. The Role of Generative AI Use in 2024 Elections Worldwide A high-level précis of the Technical Paper can be found in the Summary for Policymakers report, Generative AI in Electoral Campaigns: Mapping Global Patterns. GenAI is being deployed in many ways during elections, ranging from the creation of deepfake video and audio messages, to sophisticated voter targeting.
What are the implications of GenAI for election administration and voter participation around the world? This assessment delivers the first global, data-driven analysis of its kind, designed to inform policy recommendations that enhance election administration, foster trust in electoral processes, and boost voter turnout. Based on an analysis of an original data set of 215 incidents, covering all 50 countries holding competitive national elections in 2024, we find that: The International Panel on the Information Environment (IPIE) is an independent and global science organization providing scientific knowledge about the health of the world's information environment. Based in Switzerland, the IPIE offers policymakers, industry, and civil society actionable scientific assessments about threats to the information environment, including AI bias, algorithmic manipulation, and disinformation. The IPIE is the only scientific body systematically organizing, evaluating, and elevating research with the broad aim of improving the global information environment.
Hundreds of researchers worldwide contribute to the IPIE's reports. The Brookings Institution, Washington District of Columbia Melanie W. Sisson, Colin Kahl, Sun Chenghao, Xiao Qian Propagandists are pragmatists and innovators.1 Political marketing is a game in which the cutting edge can be the margin between victory and defeat. Generative Artificial Intelligence (GenAI) features prominently for those in the political marketing space as they add new tools to their strategic kit.
However, given generative AI’s novelty, much of the conversation about its use in digital politicking is speculative. Observers are taking stock of the roles generative artificial intelligence is already playing in U.S. politics and the way it may impact highly contested elections in 2024 and in years to come. Amid policymakers’ and the public’s concerns, there is an urgent need for empirical research on how generative AI is used for the purposes of political communication and corresponding efforts to manipulate public opinion. To better understand major trends and common concerns – such as generative AI’s role in the rapid production of disinformation, the enabling of hyper-targeted political messaging, and the misrepresentation of political figures via synthetic... These interviews were conducted between January and April 2024 with campaign consultants from both major political parties, vendors of political generative AI tools, a political candidate utilizing generative AI for her campaign, a digital...
Who is using generative AI in the political space? How are they using generative AI in the political space? We surveyed 1,000 U.S. adults to understand concerns about the use of artificial intelligence (AI) during the 2024 U.S. presidential election and public perceptions of AI-driven misinformation. Four out of five respondents expressed some level of worry about AI’s role in election misinformation.
Our findings suggest that direct interactions with AI tools like ChatGPT and DALL-E were not correlated with these concerns, regardless of education or STEM work experience. Instead, news consumption, particularly through television, appeared more closely linked to heightened concerns. These results point to the potential influence of news media and the importance of exploring AI literacy and balanced reporting.
