After the early slate of Week 18 Sunday games, the top of the 2025 NFL draft order is set. The Tennessee Titans have earned the No. 1 pick for the first time since 2016 (they later traded the pick) and could make a selection at No. 1 for the first time as a franchise since 1978.

The Browns, Giants, and Patriots are locked into that order next. The rest of the first round is finalizing, and a few teams may move up or down a few spots. Although there are many non-playoff teams in position to get the No. 1 overall pick, the team that picked at the top in both 2021 and 2022 is up first for 2025 — for now. That means it's time for the next edition of the OutKick NFL Mock Draft! Obviously, much has changed since we put out our first mock draft in late January. Let's dive in… Nothing has changed from my first mock draft with the #1 overall pick.

When you look around the league, one thing is clear: teams need a good quarterback. The Titans haven't had one in a while, so they have to take a shot here. Clearly, Ward is the top option this year. The Browns could use a quarterback following the Deshaun Watson debacle, but my sense is that they're not in love with any of the options after Ward. While people might scream "trade down!," teams have to find a willing partner. If no one likes the quarterbacks, then it's going to be hard to get a huge return for this pick.

I think they will stay here and take the two-way threat in Hunter. In OutKick's second mock draft of the 2025 NFL Draft season, the Browns select Colorado two-way star Travis Hunter. The Giants are in a similar position as the Browns, and they are likely to also go with the "Best Player Available" route, rather than force it with a quarterback they don't love. Carter fits the bill as a potential game-wrecker at the NFL level, and you can never have too many great pass rushers in the modern NFL. Post-NFL free agency mock drafts. That’s the good stuff.

Two weeks’ worth of signings, releases and the occasional trade have helped shape individual team needs. Now, the focus returns to the incoming talent. There is always a gravitational pull toward quarterbacks. Outside of trading the top choice for a massive haul of picks, the Titans are executing the weirdest fakeout this offseason if they don’t select a quarterback. Evaluators don’t rank Ward at last year’s Caleb Williams-Jayden Daniels-Drake Maye level. Still, the combination of impressive size, arm strength and mobility makes the two-time college transfer the favorite for QB1. We’ve reached NFL draft month, the first pick of the 2025 “player selection meeting” set to be announced by Commissioner Roger Goodell on April 24 in Green Bay, Wis. The league’s teams and scouts have collected nearly all of the pertinent player information with the major schools’ pro days completed, though Travis Hunter and Shedeur Sanders – both potential top-five selections – are... But while much of the hay is in the barn, the less publicly transparent aspects of the pre-draft process will continue to unfold as some prospects conduct individual workouts and provide updated medical information...

Said another way, there’s still enough going on – to include other developments within the league – to make projecting the draft’s first round a highly fluid endeavor. This mock draft is USA TODAY Sports’ latest Round 1 outlook … with a few thoughtfully constructed trades baked in to keep things interesting: ICYMI, their most notable moves in free agency were the signings of OL Dan Moore and Kevin Zeitler … a good signal the team is trying to bolster the protection of its quarterback –... That alone is a pretty strong suggestion that the team intends to draft a passer, barring a sizable enough trade offer to move down the board. But right now, Ward seems like the logical option, a dynamic thrower with five seasons of experience at the college level (including 57 starts and a Division I record 158 TD passes). Interesting to note, too, that Ward’s 2,329 passes attempted are 1,000+ more than highly erratic Levis has thrown since he entered college in 2018 – Wards’ results typically much better, too, if not skewed...

ICYMI, their most notable moves in free agency were extending DE Myles Garrett to an exorbitant deal and trading for Kenny Pickett – the only quarterback currently on the roster aside from injured Deshaun... Cleveland has been floated as a potential destination for Falcons QB Kirk Cousins, who spent two years with HC Kevin Stefanski in Minnesota. But given how the Watson experience went, does it really make sense for this team to give up anything for Cousins, particularly at his salary? Or bet an entire season on Pickett? With Russell Wilson now a member of the Giants, not to mention the similarities between Cousins’ game and Sanders’, the Big 12’s reigning Offensive Player of the Year seems like the most logical choice... And while Sanders’ average arm might not seem well suited to playing on the banks of Lake Erie, don’t forget that the Browns are aiming to relocate to a new indoor stadium by 2029.

Whether you’re ready or not, draft season is upon us. Sure, there are still almost five months until the actual event. And, yes, a million things will change between now and late April, including but not limited to: the makeup of several coaching and scouting staffs, the state of post-free-agency rosters and each team’s pressing... But none of those things have ever stopped me, or most of us in the NFL’s draft media apparatus, from putting together a good old-fashioned, way-too-early mock draft. Here’s a look at which prospect might be the best fit for each team next spring. Here’s my mock draft, version 1.0.
