The Council on Governmental Relations (COGR) is actively monitoring the impact of recent executive actions by the Trump Administration on federally funded research and has developed a number of resources to assist the research... COGR is seeking clarity and guidance on existing research related policies and requirements, and the new directives federal agencies are following and issuing to implement the new administration’s executive orders. COGR’s committees and staff are also actively analyzing the new actions and seeking information on the implications and consequences for pending rulemaking and policy issuance. They have contacted Trump administration officials and agency officials to communicate the consequences of the executive actions and to request guidance for institutions as they seek to understand changes in policies and institutions’ compliance... COGR has developed a new resource page dedicated to providing information, analysis, government documents, and other resources about executive actions and changes in policies and practices affecting federally funded research. This page will be updated regularly as new information and resources are identified.

COGR has prepared a summary of executive orders issued to date, available for download. We will continue to work with COGR to track the impact of the recent executive actions on USC research programs. Since the transition to a new U.S. presidential administration on January 20, 2025, several Executive Orders have been signed, signaling potential changes in federal priorities. These shifts could have potential impacts to current and future sponsored projects, as well as those still awaiting funding from federal agencies or sponsors. Understanding F&A Costs Impacts to Sponsored Projects For the latest information, be sure to check websites for COGR, APLU, AAMC, or other national organizations, as they may provide more frequent updates. 6/20/25 NSF: Court vacates NSF's 15% Indirect Cost Rate policy; NSF will not implement NSF 25-034 at this time. Since January 2025, the federal agencies and sponsors that fund research, instruction and outreach at NC State — and hundreds of other public and private research universities nationwide — have been impacted by Executive... Changes to and potential delays in these sponsors’ proposal review and award processes are among the resulting impacts. We understand that these orders and guidance, as well as both agency internal communications and related media coverage, raise questions about how NC State programs supported by federal funds will be affected.

This webpage is intended to help keep the NC State research community informed, and it focuses specifically on federally sponsored programs. We realize, however, that Executive Orders, Stop Work Orders, Terminations and associated actions have other implications for our campus community. COGR, an association of research universities, affiliated medical centers, and independent research institutes focused on federal policies and regulations, is closely tracking the federal administration transition activity and providing updated information. On Nov. 12, 2025, the federal government reopened, ending a shutdown that started Oct. 1.

The National Science Foundation announced that it has implemented a grace period for enforcement of parts of NSF Important Notice No. 149 for proposals submitted between Dec. 2 and Dec. 31.

While compliance is required for those policies in effect prior to the shutdown, namely the MFTRP certifications and FFDR submissions, NSF will accept proposals that include the earlier version of the Biographical Sketch and... 2 and Dec. 31. Proposals submitted after Dec. 31 must be fully compliant with NSF IN-149. NSF has posted a detailed FAQ.

Per NIH Notice NOT-OD-26-018, the following forms will be required for all application due dates and for JIT, RPPR, and Prior Approval submissions on or after January 25, 2026: On January 25, NIH will begin enforcing use of these forms through eRA system validations. Initially, incorrect forms will trigger warnings. Starting February 6, 2026, warnings will escalate to errors, preventing submission of incorrect or uncertified forms. Failure to comply with these requirements during the specified timeframes will result in the withdrawal of applications from consideration. Last Update: Nov.
