As developing countries adopt AI, they continue to strengthen the foundations for AI innovation. This report emphasizes the importance of the “four Cs”: connectivity (energy and digital infrastructure), compute (AI chips, data centers, cloud computing), context (data), and competency (skills). Together, these elements form the bedrock of inclusive and effective AI ecosystems, enabling countries to adopt, adapt, and innovate responsibly. The World Bank is committed to helping countries harness AI for inclusive and sustainable development. This includes strengthening the foundations for adoption, adaptation, and innovation; advancing data governance; championing regulatory and institutional reforms; and investing in the skills needed to thrive in the digital era. It also means fostering local innovation ecosystems and ensuring that AI solutions are tailored to local realities and priorities.
At the same time, policies that promote competition and ensure the equitable distribution of AI’s benefits will be essential to mitigate risks and deliver broad impact. The World Bank’s Digital Progress and Trends Report 2025: Strengthening AI Foundations shows that AI is gaining momentum in developing countries and driving opportunities for growth, but progress remains uneven, with gaps in access... Middle-income countries are rapidly becoming active GenAI users. In mid-2025, more than 40% of ChatGPT’s global traffic originated in middle income countries—led by Brazil, India, Indonesia, and Viet Nam. Globally, GenAI vacancies surged 9-fold from 2021-2024, with one in five of these GenAI jobs in middle income countries. These data signal the potential for developing countries to build skilled AI workforces and strengthen their positions in the global digital economy.
But many disparities are stark: high-income countries account for 87% of notable AI models, 86% of AI start-ups, and 91% of venture capital funding—despite representing just 17% of the global population. This concentration of innovations poses adaptation challenges for middle- and low-income countries, but open-source technologies are helping democratize AI participation—allowing developing countries to tailor solutions to local contexts without reinventing foundational technologies. High-income countries also dominate the physical backbone of the digital economy, hosting 77% of global co-location data center capacity as of June 2025. In contrast, upper-middle-income countries hold 18%, lower-middle-income countries just 5%, and low-income countries less than 0.1%. Affordable, accessible “small AI” applications are already delivering real impact in developing economies. Designed to run on everyday devices and without needing major underlying digital infrastructure, these tools are improving lives and livelihoods—from helping doctors analyze health data to enabling small businesses to reach new customers.
These kinds of ground-up innovations can allow countries to leapfrog traditional barriers and harness AI’s benefits today. This year’s AI and Digital Trends report shows business leaders — and increasingly consumers — are embracing AI. And it’s redefining customer engagement, unified insights, real-time journeys, and operational efficiencies. The result is new potential for deeper relationships. Autonomous AI agents working together will deliver efficiency gains and smarter support for marketers while providing consumers with a concierge-like experience of convenience, speed, and personalization. As this emerging solution gains a foothold, agentic AI is poised to reshape how marketers scale their efforts, improve quality, and boost conversions.
What once felt exceptional is now the standard. Customers expect effortless, meaningful interactions — yet many organizations still struggle to deliver relevant and timely experiences across the entire journey. This year, AI and predictive analytics have emerged as top priorities, enabling teams to address these challenges. However, significant hurdles remain — particularly around how resources are allocated as organizations grapple with fragmented data and integration issues. Incremental approaches to connecting data often result in disjointed systems, unclear strategies, and failure to treat data as a strategic asset. Responsibility for the customer journey is often split between customer experience (CX) specialists, technologists, and marketers.
While this structure brings diverse expertise, it also creates friction, resulting in disjointed experiences and wasted resources. Artificial Intelligence (AI) in all forms is increasingly driving the development of the Digital Economy, which now encompasses about $16 trillion of global GDP in nominal terms, according to IDCA’s Digital Economy Report 2025. Growth projections for specific revenue for AI companies and initiatives cover a wide range, but several scenarios point to a global market of $1 trillion or more by 2030.
